About

Harleen Kaur

Lawyer | Technology Policy & Regulatory Governance Researcher

I am a lawyer and technology policy researcher working on the governance of emerging technologies, with a particular interest in artificial intelligence and its application in healthcare and public institutions.

My research asks what happens when technology moves from policy principles into real institutions and relationships: who makes decisions, who bears risk, how systems should be evaluated, and where accountability should sit when things go wrong.

My current work focuses particularly on AI in healthcare, including liability and accountability, clinical oversight, evaluation and validation, procurement, and the implications of AI for the doctor–patient relationship. I also work on broader questions of AI governance, public-sector adoption, AI sovereignty, language technologies and digital inclusion.

My interest in these questions is informed by an interdisciplinary background. I trained in dentistry before studying law and subsequently specialising in intellectual property and technology law. This has shaped my interest in questions that sit across health, law, technology and public policy.

I have worked across research and policy organisations on questions relating to health regulation, science and technology policy, responsible AI and emerging technology governance.
